Are they kidding?

Before people go nuts on this consider- look at some of your local urban sprawl- now image the same in Provo. if the owners of the malls and walmart etc decide to store their rain lots of people downstream are seriously screwed. Water rights are serious business out west and the laws are not silly, Odd to the rest of us but better than people shooting each other back in wild west days.

I find it extremely disgusting. If they really wanted to curb possible abuses all they need to do is limit the capacity of, say, ground barrels to a very reasonable amount and for more ask for water rights. But as it stands its a direct agression to the freedom of the people.

As far as I am concerned, if something with no previous owner lands on my property it is mine. This is as ridiculous as an air tax.

Same crap here in Seattle and Washington, which I note is not short on rain or water.
