He realized how complex the situation is, or at least his advisors did.

The idea of just pulling American military personnel out of Iraq is as silly and dangerous as the original idea of invading Iraq pre-emptively. Kurdistan, which has developed greatly since we invaded, would suddenly be at risk of invasion and the government we’ve established there would be left to defend itself. Even with a well-trained military of their own, the risk factor seems very high. If we want the Middle East to not end up in chaos and oil prices subsequently quadrupling, a US presence will have to be in the cards.
