Update on McCain’s FEC woes

The New York Times, reports that it appears President Bush may be attempting to come to McCain’s rescue by announcing three nominees for the FEC agency. If they are confirmed, this would give the commission the quorum they need to vote and decide whether McCain has been released from the matching funds program or not.
What makes it interesting is that President Bush has also decided to not renominate the current FEC chair, David Mason, who has questioned McCain’s right to withdraw from the matching funds program.
Is this a blatant attempt by the President to help McCain win, ensuring what would amount to a 3rd term for Bush’s presidency?
